When ‘Allah’ was not the only word banned

By Debra Chong
KUALA LUMPUR, March 10 — Allah is not the only word banned by the Home Ministry from use by non-Muslims.
The Malaysian Insider recently obtained a copy of two letters sent out in 1986 by the  ministry through its publishing division and addressed to the Council of Churches Malaysia (CCM).
It lays down a laundry list of words the federal government claimed — and still claims — are sensitive to Muslims who make up the biggest group in multi-religious Malaysia.
The first letter was dated April 1, 1986 and was undersigned by one Tengku Ali Tengku Chik on behalf of the secretary-general of the home ministry, better known by its initials in Bahasa Malaysia, KDN (Kementerian Dalam Negeri).
Tengku Ali wrote: “I am instructed to inform that this Ministry is concerned with the use of Islamic phrases in the translated Bible (Bahasa Malaysia) in which use of those words could confuse followers of the two religions. For example, ‘Tuhan’ is translated as ‘Allah’ in which the term has been used in the religion of Islam and have always been mentioned in the religion of Christianity as ‘God’ or ‘Tuhan’ only.
“Therefore, the Ministry requests your cooperation to refrain from using those words considered sensitive. As a guide, a copy of Appendix A is attached with suggested phrases for your use when translating into Bahasa Malaysia. Other terms, if any, will be told later,” he added.
“For your information, recently the Ministry had similarly chided a publication in Sabah, that is ‘Catholic Sabah’ to stop from using those confusing words when making translations,” he highlighted.
The appendix listed 16 words that were considered “sensitive to Muslims” and came out with their replacement without apparently consulting the CCM beforehand. They are:
  • “Al-Kitab” to be replaced with “Baibel (Bible)”.
  • “Allah” to be replaced with “Tuhan (God)”.
  • “Firman” to be replaced with “Berkata (Say)”.
  • “Rasul” to be replaced with “Utusan (Massanger – sic)”.
  • “Syariat” to be replaced with “Ajaran”.
  • “Iman” to be replaced with “Percaya (believe)”.
  • “Kaabah” with no suggested replacement.
  • “Ibadah” to be replaced with “Amalan (worship)”.
  • “Injil” to be replaced with “Baibel/ Bible”
  • “Wahyu” to be replaced with “Revelasi”.
  • “Nabi” to be replaced with “Propet”.
  • “Syukur” to be replaced with “Terima kasih”.
  • “Zikir” to be replaced with “Mengingatkan/ Menyebut”.
  • “Solat” to be replaced with “Sembahyang”.
  • “Doa” to be replaced with “Memohon”.
The ministry’s instructions do not stop there. In a separate column, it also notes the whys behind the ban.
The meaning of Al-Kitab is Al-Quran. Therefore the term cannot be used.)
“Firman ialah kata-kata mulia khusus bagi Allah sahaja (Firman is a specific noble word for Allah only).
Nama Jesus Kristas tidak disebut di dalam Al-Quran (Rasul is a name for Allah’s Messenger as mentioned in the Quran. The name Jesus Christ is not mentioned in the Quran).
“Syariat dikhaskan kepada Ugama Allah sahaja (Syariat is specially for the religion of Allah only).
A legitimate Injil no longer exists).
The ministry noted there were no replacement words for “wahyu” and stated that only the word “revelasi” could be used.
The curt tone adopted in the letter appeared to suggest a superiority complex towards the practitioners of religions other than Islam, in particular, Christians who are considered by Muslims elsewhere in the world as fellow Children of the Book with a  shared history.
The home ministry letter also claimed that the “Injil” no longer exists because the Muslim understanding of it is limited to the Old Testament; for Christians, the focus of their religion is in the teachings of Jesus Christ which forms the New Testament
The apparent arrogance was summed up in the afterword to the appendix, which ironically is sub-headlined “Panduan Umum” or general guide.
[Bible is written in the English language (and in Roman Latin). The official language for the Christian religion is English (or Roman Latin). So ‘Bible’ must be written and disseminated in English (or Latin). Do not use even a little bit of Arabic in the Bible because Arabic is the official language of the religion of Islam. Using Arabic in the Bible can confuse and influence Muslims to Christian religion.]”
In that brief paragraph, the home ministry also explained the real reason why words of an Arabic origin are “exclusive” to Islam.
It also appeared to have seen fit to decide, on behalf of both Muslims and Christians, how they should each practice their respective religions although the Federal Constitution states the Malay monarchs hold sway over Islamic practices in their own states.
The Federal Constitution also states Malaysians who are not Muslim are free to practise their own faith, which most would sensibly understand that their religions are not subject to Islamic interpretations.
Eight months later, the ministry sent out another letter, this time addressed to Christian publications.
This time, it was undersigned by one Hassan Jantan on behalf of the ministry’s secretary-general. A copy of the letter was also forwarded to the police Special Branch director at Bukit Aman.
Dated December 5, 1986, the letter refers to a “confusion” that has happened within the community over the use of “Islamic words” used in the Bahasa Malaysia edition of Christian publications.
The letter then states the federal government had decided to allow Christian publications to use 12 words — from the original list of 18 banned words — on the condition that the books or pamphlets to be distributed or sold carry the word “For Christians” on the front cover.
The 12 Arabic-origin words allowed for use are: “Al-Kitab, Firman, Rasul, Syariat, Iman, Ibadah, Injil, Wahyu, Nabi, Syukur, Zikir, Doa”.
The ministry remained unconverted on four other words: “Kaabah”, “Batitullah”, “Solat” and “Allah”.
This time, the ministry did not give a point-by-point explanation on why certain words could now be used.
Instead, the letter said the federal government had relaxed its stand “only to preserve public peace and avoid misunderstanding between Muslims and Christians”.
At the same time, it reminded the Christian publications that the state Islamic councils had the power to decide on all Islamic affairs in their respective states, which is redundant because that fact is already laid down in the Federal Constitution and the Christian publications had no tried to impose their views or rules of their beliefs on anyone who was not a Christian, let alone a Muslim.
The ongoing dispute pitting Muslims and Christians has been raging these past 20 years behind closed doors without the public being any wiser until the churches, seeing no other avenue to have their case heard by a neutral panel was forced to take it up with the court.
It has been reported that the National Fatwa Council, which oversees the practice of Islam throughout the country but has no authority over the practice of other religions, had suddenly in 1982 declared certain words, including “Allah” as exclusive to the religion of Islam.
But “Allah” is the only word the Christian churches are seeking to use. They have not laid any claims on “Baitullah”, “solat”, or “Kaabah”, church officials say.
They argued that then Prime Minister Tun Dr Mahathir Mohamad’s Cabinet issued an order which has effectively curtailed the freedom of non-Muslims in the practice of their religions.

Chinese will take over in the next election, warns Perkasa

By Asrul Hadi Abdullah Sani
KUALA LUMPUR, March 8 — Malay nationalist group Perkasa warns that the Chinese community will use the next general election to take over the country.
Perkasa feels that the last general election weakened the Malays and empowered the Chinese community.
Dr Zubir Harun, director of Perkasa’ economic bureau, who was at the Malay Consultative Council’s (MPM) round-table discussion, said during his presentation that a divided Malay community will empower the other races.
According to delegates at the discussion and documents received by The Malaysian Insider, Perkasa wants the New Economic Policy (NEP) to be the “spirit” of the New Economic Model (NEM).
“Perkasa believes that disunity among the Malays has weakened Umno, causing the non-Malays to be more vocal in their demands. They say that the Chinese are also blackmailing the government to give in to their demands by threatening to vote for Pakatan Rakyat,” said one of the delegates.
Zubir also said that Perkasa is worried that the New Economic Model will have a Chinese agenda.
“The Chinese people feel that the next general election is the best opportunity for them to gain power in this country.
“This is why Chinese NGOs, such as Ziong Dong and Associated Chinese Chambers of Commerce, are using this chance to make demands of the government. If their demands are not met, then they will vote Pakatan Rakyat who are willing to give everything to the Chinese,” he elaborated in his presentation.
Zubir added that the Malays have “sacrificed” for the country by allowing “the immigrants” to live in Malaysia.
“It must be reminded that the Malay people have sacrificed tremendously since independence with a quid pro quo policy...  the Malay race have compromised by allowing foreigners into the country. The Malays endured hundreds of years of colonization and the result is the migration of foreigners into the country. We were forced to accept this policy,” he said.
Zubir also slammed non-Malays and liberal Malays for wanting to rewrite the country’s Constitution and social contract.
Perkasa believes that the NEP is still relevant because it will help the Malay community to counter a market which is dominated by the Chinese.
The Malaysian Insider reported today that the government has decided to incorporate the proposed New Economic Model (NEM) into the 10th Malaysia Plan (10MP) in June, as fine-tuning and tweaks will go beyond its initial end-March launch.
It was learnt the delay came after feedback from various quarters prompted the government to rework its ideas and proposals that will turn Malaysia into a high-income nation based on innovation and creativity.
Among those with reservations about the NEM are the MPM which yesterday demanded it be based on the 1970s-era New Economic Policy (NEP) and should comply with Article 153 of the Federal Constitution that protect Malay and Bumiputera’s special position.

Menghargai dan membalas toleransi pribumi

by Dr. Ridhuan Tee

Dr. Mohd Ridhuan Tee Abdullah, Pensyarah Kanan, Universiti Pertahanan Nasional Malaysia merangkap Setiausaha Agung Dewan Perdagangan Islam Malaysia. Penulisan ini adalah pendapat peribadi penulis

Malay Group Demands on NEM

Written by Chua Sue-Ann, The Edge
The newly formed Malay Consultative Council, or more well-known as Majlis Perunding Melayu (MPM), on March 7 asserted that Malay and bumiputera rights must be at the heart of the federal government’s new economic model (NEM) while urging the government to do more to ensure economic opportunities.
Speaking to reporters on March 7, Malay rights champion Datuk Ibrahim Ali, who is the independent member of parliament for Pasir Mas, said MPM wanted the government to continually implement affirmative action policies to protect the interests of the majority group and to ensure equitable distribution of wealth.

“MPM believes that for the sake of national unity, the government has the right to carry out social intervention to ensure that the economy is not a free-for-all, an unfair playing field, a field for exploitation, for a monopoly that could cause division between the races,” Ibrahim told a press conference after MPM’s closed door meeting.

Ibrahim said MPM unanimously passed several resolutions and would soon seek a meeting with Prime Minister Datuk Seri Najib Razak to present the umbrella body’s input to “strengthen” the NEM, which is expected to be unveiled this month.

According to Ibrahim, MPM’s resolutions on March 7 were that:

•    The government should not get rid of Malay or bumiputera quotas in “strategic sectors”;

•    The government must be prepared to launch market intervention to ensure that the national agenda (Malay and bumiputera interests), does not fall short of its purposes;

•    The economy should not be liberalised to the point where bumiputera entrepreneurs have to face “brutal competition”; and

•    Government-linked companies (GLCs) should be more involved in helping Malays and bumiputera control value chains in strategic sectors.

MPM also wants the government to set the economic development of the Malays as a national key result area (NKRA) and to establish more agencies tasked with developing the Malay or bumiputera economic agenda, Ibrahim said.

Citing the United Nation’s charter, Ibrahim also said affirmative action policies for “the economically-marginalised majority group” must remain because the majority’s agenda was the “national agenda”.

NEM must concentrate on “wealth distribution” because any economic progress that Malaysia would enjoy in the future would hold little meaning if there was no political stability, Ibrahim said.

According to Ibrahim, MPM, which claims to have a membership comprising 87 non-governmental groups, also “strongly opposed” any efforts to deny Malay and bumiputera rights in the NEM regardless of the excuses given because the rights were enshrined in the Federal Constitution.

Article 153 of the Federal Constitution, which was repeatedly cited by Ibrahim, speaks of the “special position” of Malays and the natives in Sabah and Sarawak.

Ibrahim also rubbished criticism that affirmative action policies hurt the country’s attractiveness in terms of foreign direct investment and instead, pointed the finger at the global financial crisis, government bureaucracy and “perception” of corruption.

“What used to be under foreign control before the new economic policy (or more known as Dasar Ekonomi Baru implemented in the 1970s) is now controlled by the Chinese. So how can the new economic policy be said to be only for the bumiputera?”

“We (MPM) are ready to act because we have the facts and substances. We are not talking rhetoric... This meeting should not be seen as racist. We just want to make sure there is national unity,” Ibrahim said, adding that the current wealth distribution ratio was “very scary”.

Ibrahim also said that the government should not rush into announcing the NEM and spend more time scrutinising proposals to ensure that the announcement would not be “controversial”, especially in respect of Malay and bumiputera interests.

“If not, MPM may not accept the NEM, if it is anything other than what we just outlined. So we urge the government to fine-tune and delay announcement of the NEM,” Ibrahim said, adding that this was to avoid the new model being a “political issue” or “polemical”.

At the same press conference, Tan Sri Abu Zahar Ujang, president of the Council of Former Elected Representatives (Mubarak), defended MPM’s agenda and denied that it was attempting to “deprive” the rights of other Malaysians.

“We want unity to continue. We are not trying to question or deprive the rights of other Malaysians but what we’re trying to fight for is to ensure that the fundamantal rights enshrined in the Federal Constitution is respected. We just want to preserve our rights. We are not going to create havoc.”

If we’re talking about the poor, it must be for all races. We accept that. But we do not want a large economic gap,” Abu Zahar said.

Kata dua MPM, tolak model ekonomi baru jika abai agenda Melayu
